Abstract

The term Open Educational Resources (OER) was introduced by UNESCO in 2002 and covers a growing number of projects aimed at providing free and open access to a variety of educational materials including: course content and courseware; software for development, management, and delivery of content; and standards and licensing information facilitating localization of resources. The first part of the talk will provide an introduction to OER, some approaches used by OER projects around the world, and current issues in OER. In the second part, we will talk about one OER success story, Rice University's Connexions project. The Vietnam OpenCourseWare project, a recent startup effort that aims to bring OER to Vietnamese educators, students and self-learners, will be presented in the remaining part.
