Assessing the Kazakh Sailau Voting System

Abstract

The Kazakh presidential election of December 2005 was the second election conducted using the locally developed Sailau electronic voting system in Kazakhstan. The Organization for Security and Cooperation in Europe sent 3 election observers to Kazakhstan to examine the Sailau system. This talk is a personal reflection on the experience of serving as an election observer, along with a presentation of the conclusions reported in the OSCE final report on the election, focusing on the Sailau system.
